“Exactly.”
“So it’s not a big deal.”
“Right.”
Bucky stares at Sam, expectant, and Sam stares back.
“Well?” Bucky smirks. “You gonna make the first move, or what?”
Or: in an effort to combat the rumors about who Sam is dating, he and Bucky make a rash decision that results in forcing the two of them to pretend to be in a relationship for three months. For PR reasons, of course.
Sam and Bucky don't get along at all, but if they don't work it out, Bucky is off the team. Through a misunderstanding they end up in SHIELD ordered relationship therapy. The two hilariously pretend to be a couple at therapy, but for Bucky pretend feelings start to turn into the real thing, but does Sam feel the same way?
This is my Whumptober love story! Civil War never happened, Steve and Tony are alive (and are Bucky and Sam's wingmen), Bucky still got the arm upgrade at Wakanda.

“Sam,” Steve chastised him. “You know he didn’t have a choice in doing those things—”
And yeah, Sam had heard this speech a few dozen times. Honestly, the murderbot thing had nothing to do with him and Barnes not getting along. He just plain didn’t like the dude.
But he did care about Steve.
“What’s happening down there?” Woo called. “Are-“
Sam approached slowly and Bucky’s flesh fingers touched something. “This is insane,” he murmured, taking another step forward. “This is-“ He didn’t get to finish his sentence because all of a sudden he was swallowed into whatever he was touching.
And Sam was too.

Sam just wanted to get this discussion with Jimmy Woo over and done with. He'd had an outline for how this was going to go - he and Bucky would go in, get out and promptly return back to ignoring each other again.
Bucky just wanted to go home, and stay there, no matter how long. In short, he didn't quite get that, and his curiosity ended up with him waking up in a world he most definitely did not belong to, and one that did not want him to leave.
“It’s my turn with the scanning gun. Give it here.” Sam made grabby hands for it, but Bucky snatched it back with a chiding look.
“Only if I get to register for the Snuggie.”
Sam’s expression flattened. “Barnes. No.”
“So, I should say yes to everything for a year?” Bucky asks, raising an eyebrow.
“Pff,” Steve laughs, “I wouldn’t say that, you would not be able to do it.”
“Excuse me?”

After everything is over Sam and Bucky are getting ready to part ways until Sam drops a bomb- his family thinks they’re dating. He asks Bucky to come home with him and Bucky barely hesitates before agreeing, thinking that it won’t be too hard to pretend to date the guy he was in love with.
Boy, was he wrong.
